Gods and Kings emphasizes quests to gain influence in city states
Gods and Kings adds to Civilization 5 new types of city states, and rebalances the city states. City states cannot just be bribed with gold to gain influence there. To gain influence in city states, it is more important in Gods and Kings to complete quests for the city states. City states can offer in Gods and Kings up to three quests. The available quests and their type can be viewed in the diplomacy overview. The quests are divided into two types: Global quests and religion or civilization specific quests. Global quests can be completed by any player on the map. Global quests can directly turn a city state into an ally. Global quests examples are:
- Generate the most faith within X turn.
- Generate the most culture within X turn.
- Build the most wonders in Y turns.
Specific quests can only be completed by a certain civilization or a civilization with a certain religion. Specific quest examples are:
- Spread a religion in the city state.
- Destroy a nearby Barbarian encampment (OK not new.)
- Build a certain unit
- Defeat enemy X.
- Found a religion
- Kill X Barbarians
- Protect the city state for X turns (Could also be a global mission)
- Collect a tribute from another city state
City states can be bullied to collect a tribute of gold and maybe a worker. To bully a city state you only have to put enough units nearby the city state, or your military power must be high compared to others. Of course, a city does not like it to be bullied and may complain at other civilizations and seek for help at another civilization by giving quests. City states elect every 12 turns their ally, fortunately these elections can be rigged by a spy as we have seen in our Diplomacy and Espionage in Civilisation 5 Gods and Kings article.
City state conquering in a defensive war is not so heavily penalized, anymore. At first there is a penalty for influence. However, influence can not fall below a certain negative base level. This decreases the probability of permanent wars.
Gods and Kings brings two new types of city states
Gods and Kings brings two new types of city states: Mercantile and religious. The religious city states play key roles in the religious struggle and bring faith if you are allied with them. The mercantile city states give luxury resources like Jewelry and Porcelain. These luxury can only be accessed if you are either allied with that city state or if you have conquered it.

Gods and Kings adds new city states to fill the new types of city states. Gods and Kings changes the type of some city states. And Gods and Kings removes city states, because they are now on the list of new civilizations in the game.
