"2K Greg" Laabs of 2K Games has announced a hotfix for Civilization V on the 2K Forums. The fix will arrive today and fix "a few issues with the most recent major patch."
The patch includes a fix for various rare crashes, a modding fix and a couple of gameplay changes.

STABILITY
- Fix for various rare crash bugs
MODDING
- Re-enabled LUA library unused in the core game. It was removed because we didn’t think modders were using it, and apparently many, many are using it.
GAMEPLAY
- Fixed bug where as Siam, food from Maritime City States didn't provide the expected result.
- Make a few more negative promotions not pass through on upgrades
- Made the Mandekalu mounted unit have the same negative vs city as the other mounted units
- Increased the chance that the AI will improve sea plots

The DLL source code will be released with the fall patch, allowing modders to compile modified DLLs for their Civilization V mods.

Mod Browser - The "Get Mods" button is now hidden if the user has disabled the steam overlay.

When I read the 2K post, I do not get the meaning it is coming out today. He clearly says he is announcing it today and it is going through testing.
