I do think it actually encourages more shootings. It's the central point in the gun law debate - no gun starts its life as an illegal gun. If the population of legal guns were significantly lower, so too would it be for illegal guns.
Sure, this guy was clearly deranged and may well have done some damage in any case, but 27 people?
More generally it's far, far easier to kill or maim someone in a moment of rage if there's a gun near to hand than it is otherwise.
In summary, yes, sometimes personal freedoms need to be curtailed for the greater good. Is this not, in essence, the basis of all legal and regulatory systems? Would the human species be more successful if we all operated autonomously?

This really isn't true any other setting.
