As for the EU, it doesn't follow the classic parliamentary system. That has advantages and disadvantages. Here's a good article about the system:

hersh, i'm sorry but you are really talking out of your backside, pretty much any national government in europe is much (and i mean much) more accountable than the EU. blair is very often economical with the truth, but we can vote him out if we so chose, whereas the only european body we have a vote for is the parliament, which has very little actual power. we can't (directly at least) hold any other body in the EU to account, how is that even comparable with ANY national government?
we need a vote here in britain on the constitution, maybe at the same time as the euro vote (sometime never then) so we can reject both.
