Yes, actually - it does matter. Some of the economic gains of the 80s and 90s came from the increase in the workforce participation of women going to work from the home. Now that trend is reversing. If the unemployment rate is not counting those who have left the workforce altogether - there is a problem with citing the unemployment rate to reflect those who are actually working.It doesn't matter if the labor participation rate is down
