Should we maybe try to get something extra out of PAL? I mean, Engineering is more expensive to research than Philosophy, AND we're promising not to go after Liberalism on top of that?!
I'm OK with the deal as proposed, but it's exceptionally generous to PAL, and they don't exactly the need the help.
@sunrise - yeah I know, but since we're expecting them to want to negotiate on this one, we may as well start with something nebulous and work down to brass tacks than actually start at an offer we like and then have them want more.
If we think a straight swap is too generous, maybe we could phrase it instead as:

Judging by the lack of feedback on our 'shared Liberalism' proposal it seems you are not interested. That is fair enough. We are still interested in philosophy though and we suspect that you are holding it back because it is a pre-requisite for liberalism (a perfectly understandable approach!). Thus we propose the following deal: we trade engineering (due in 2 turns) for philosophy and a 286 beaker coupon (give or take ) and we will not pursue liberalism. We have other priorities than Liberalism, so we see this deal as a win-win.
What if we ask for "about 200$ to make up the difference"? Since we have currency, we no longer need these "coupons". And I'd say "we will not pursue Liberalism for the next 50 turns" to make sure they don't sandbag too much.
We owe PAL a few beakers from the CS trade (where they let us swap HBR for Drama) so maybe we round down to 200 beakers to look like honest, nice guys who won't go and double cross them
200 gold in cash is a lot different to a beaker coupon. Imagine if Banana ask for 1000 gold in cash. We'd say no way! Easier to make it up in a future trade.
Need to send something this turn. Everyone is suggesting something slightly different for the liberalism clause, this may be a case where we don't get exact consensus.
