Can we send a followup just talking about how we're about ready to research another tech and so we need to know what they're willing to do this turn.

Maybe a veiled threat that if we don't hear from them we're going to have to start researching Paper->Edu with our scientists?

The only thing I'd add is sometihng asking when they thought we'd have an answer

Something along those lines is fine, but I'd wait until Engineering is in before sending. The amateur psycholgist in me says PAL will be much more tempted once they can see we have Engineering.

We'll be stockpiling cash anyway so, as sooooo wrote, the urgency isn't dramatic (though we don't want to stall too long).

Saying that we are finishing Engineering this turn implies that we need an answer before next turn.

EDIT: Since we have two scientists from Great Library, we are getting some beakers even at 0%. Those beakers will be lost if we put them into a tech we'll buy later.
