It's fair to call out self-destructive behavior as a problem. What is problematic is to phrase it in regard to a race.
By problematic do you mean "politically indelicate" or "logically inconsistent?" I don't believe significant, say, Angolan ancestry causes poor people to respond to social dysfunction in any one particular way--though Black Americans may react differently based on their different historical/social circumstances. For example, I'd expect poor Blacks to be a lot more frightened of the cops than poor Whites. In general, any group of people forced to live in degrading circumstances for a long period of time are going to start showing self-destructive behavior. The precise form of dysfunction may well vary from community to community, and communities in America are still fairly segregated--but at the end of the day, I suspect miserably poor and helpless Americans of any race live remarkably similar lives. On average.

You managed to understand the basic idea I was alluding to (Dixiecrats), but then completely failed to grasp the broader implications ("organization's behavior almost a century ago does not necessarily reflect organization today"), and then somehow logically inverted the whole thing to, if I'm reading you correctly . . . umm . . . were you under the impression that I thought the Dems were still segregationists? It's problematic because in most cases skin color has nothing to do with the issue and addressing issues from a racial perspective inevitably invites the "that's racist" debate to overshadow whatever else was going to be addressed. Also, the entire concept of race is disgusting morally and just plain bad science. Finally it's problematic because using race as if it were a real thing rather than an absurd construct thought up by horrible human beings who were trying to pretend other human beings weren't human beings ... we continue to reinforce the notion that this disgusting, horrible construct has some actual validity.
The only times race does factor in, is when racism (or the appearance of racism) is involved. So we'd solve all those problems if we as society could just drop the concept of race altogether.
But race is very much a social reality, whether it is grounded in good science or not. People of a given broad phenotype and/or ancestry do tend to band together and form common cultures. There are historically and distinctively Black churches, neighborhoods, colleges, forms of music, cuisine, art, language, and everything else, and others with much Whiter roots. I guess we could contrive a really awkward workaround by referring to "cultural clusters" which happen to align pretty neatly with skin color, but that's kind of like the CE/BCE nonsense, only much more hassle because you'd have to memorize a lot more terminology.
