1) It's stupid for Russia and rebels to make a dirty bomb because the West will blame Russia even without any proof. Political fallout will be too big, probably bigger than a direct intervention by conventional means, and the use of a dirty bomb will not achieve any strategic goals at all.

2) Obviously, dirty bomb is an anti-civilian weapon, and it's the Nazi side that kills civilian population (Odessa massacre, bombing and shelling of cities). It's kinda stupid to think that it's the rebel's side, the people who defend themselves, will decide to kill other civilians out of the blue.

3) So, given that it's not Russia and rebels, it's probably a cover up story for Western/Ukrainian dirty bomb. After all, Ukraine can't win by conventional means, and Russia will be blamed for the use of a dirty bomb.

4) Alternatively, it's a cover up for a possible accident on a nuclear power station - Ukraine had plenty of them recently because of a bad maintenance, and with the use of the US Westinghouse nuclear fuel, that is incompatible with a Soviet reactors, chance of a nuclear accident increases even more.
