When your current situation involves being beaten constantly with the everpresent threat of being killed on a whim, I doubt there's much that's going to seem that scary compared to the chance of freedom, however small a chance that might be.

Shunning people accomplishes a lot. Human beings are social animals, and if a way of thinking is not socially acceptable, most people will reject it in time. Social rejection is non-violent and a basic human right (freedom of association). There's reason to believe that it will accomplish great things, and there's no reason to believe that it will lead to hate crimes.
