Teachers who have carry permits would be allowed to carry on school grounds. Just the same way that all the other non gun free zones function. Just pointing out that this doesn't exactly solve the issue: you're causing people of unknown competence to have potentially lethal weapons in the presence of children. I thought US law dictated that firearms be kept locked away from children, but IIRC that's only when unattended? Still, risks of accidents happening, and if someone else were to assault a school and kill an armed teacher they would potentially have more weapons to inflict damage with. It sounds crazy, but it really does seem to work everywhere else in America. I don't have any data on this, so I will concede the possibility that most guns just sit in a garage unused. I'm not certain, but I suspect that unauthorized firearms were forbidden in the Soldier Readiness Processing Center. They might have allowed concealed carry permit holders to carry, but I don't know. Other people having weapons didn't deter him from attempting to kill people.
