Hwy 16 in Alberta has been divided for some time, enough time that news of it is not on the internet in press releases and news stories. I suspect that it does not get remarked on because it is not remarkable.
As for "it's only double lane from Hinton to Stoney Plain," that is an unbelievably moronic comment. Why would they divide a highway from an industrial town to a suburb, and leave it a two-lane roadway from the suburb into the transportation hub of the region?

Go have a gander at Google maps. Select the satellite option. Zoom into Edmonton. You can quite clearly see divided highway all the way into Edmonton for both 16 and 16A. Hint. There are better resolution images available for the city out to past Spruce Grove and Stony Plain to about where 16A merges with 16.
