You are confusing several things. Extradition, deportation, and arrest. Mexico could have done one of two things, arrested him for rape or deported his butt back to the U.S. cuz they don't want no American criminals. Two factors would stop that from occuring, however: Mexico is very sexist, so they don't care so much about rape, and be, they are very corrupt, so a rich sh!t like him could buy his way out of trouble.
