As a legal issue, this has very little to do with what the guy did to merit being chased down. Law enforcement has no authority outside its own borders. And bounty hunters aren't even recognized law enforcement officers. They're a peculiar American phenomenon, and even here there are sharp restrictions on what they're allowed to do. IIRC, they can only track down the fugitives; the police have to make the actual arrest. That was certainly the case on the one episode of that show I saw. Dog would have been exceeding his authority even in his own country...
