Actually, not really. Most of the world is not subject to reductions. Furthermore, the two most significant nations who would be or might be (the US and Russia) are not ratifying it.

      Errm... okay?

I really don't care what the world wants. I think the purpose of electing your representatives to government is to represent your interests. I would think that as a proponent of democracy you'd encourage people to speak their minds, and not urge them to go along with Ontario wants if we ever want to get our voice heard.

What else would you call Sheila Copp's Heritage ministry? We are trying to find a national identity and Canadian content quotas will help to forge Canadians who are distinct from Americans.

        • Canadian content quotas to force development of Canadian culture is absolutely ridiculous.

Canadians should be able to listen to what they want to listen to, watch what they want to watch, and read what they want to read -- regardless of the political boundaries of the origins of it.

          Sheila can suck it.

Russia isn't ratifying it? I thought they were still thinking about it. And IIRC, if Russia doesn't ratify it (or a similarly sized emitter) then it doesn't come into effect.

The point is that's an international accord, not something that Ontario is trying to ram down Alberta's throat. And I thought Russia hadn't decided yet, but were leaning towards agreeing?

Have you lost all grip on reality?

It doesn't MATTER if it's an international accord, the citizens of the nation decide whether it's relevant or not.

If everyone but the West (or Alberta in particular) is in favor of it, then it certainly is ramming it down Alberta's throat, while it's still technically democratic...

                • Russia is not really important to the equation, since they are already at their targets... unless they grow. I should not have mentioned them.

The fact remains that 'most' of the world is not for reductions. 'Most' of the world is for the industrialised West to knacker itself while they continue to grow. Good deal. I'd agree to that if I lived in Beijing or New Delhi.

Content quotas have nothing to do with it. The point is that we should have the right to call the shots when it comes to our cultural industries if we so choose. But NAFTA allowed even those to end up on the bargaining table. Culture is just another economic commodity as far as the agreement is concerned, and I think that went to far.

Sorry, but last I heard the majority of Canadians are in support of it.

I never said otherwise? In fact I believe I even said it's still democratic? Hello?

That doesn't change the fact that it's shoving it down Alberta's throat when it's obvious how staunchly the province opposes it.

BTW, given the option of a domestic plan over Kyoto, Kyoto support drops well below 50%...

                          The point is I disagree.

I don't think the government has ANY business regulating Canadian content in publications.

And the whole concept of regulating "cultural industries" is entirely nationalistic.
