Clearly, the obvious choice is Normandy, but the real answer is the Netherlands. The test maker is forgetting William III of Orange.

Scandinavia is the peninsula of the Scandic mountain range, namely Sweden, Norway and Denmark (not sure about the last one, I think it is, but how firmly is it part of the peninsula geologically?).
If you want to lump Norway, Sweden, Denmark and Finland under one geographical name, use Fennoscandia. That will cover Karelia as well. Or just use "Northern Europe" or "the Nordic" so that the Icelandics won't feel left out.
