evidently the issue is the popup:
"You have just discovered (insert Gov type here).
Do you wish to revolt?"
Aparently, In this Scen. clicking yes at this popup is the only way to get a revolution and the box only pops up if you discover the tech DURRING your turn.
IE from research, hut popping, or as a trade or gift.
By using the civ 2 diplomacy screen the tech shows up in the german tech list durring YOUR turn so when JamesKirk opens the save the tech is allready there meaning He won't get the popup and thus will be stuck with the knowledge of republic but unable to incite a revolt.
90% of this is speculationby the way, but I did test it out and found enough evidence to support my hypothesis.Wizards sixth rule:

I can try to explain:
In a PBEM, essentially (this is what the game thinks) all of us are playing a Single Player game. The only difference being that we all play a SP with a different civ, and its not the game that moves our opponents, but that its the other people playing a SP. The game-engine is not aware of this however, hence all the ****-ups that happen, and for which we have LazyCiv and other great utilities.
In this game, goverment switching is not allowed (it is not even possible) EXEPT when a civ gets a tech that enables a new Government. IT IS ONLY AT THAT EXACT MOMENT that a civ can choose to revolt.
When you give The Republic to Germany, you are not giving it to JamesJKirk, but you give it to the AI. The AI probably does not want to become a republic (unless you(=conmcb25) got the message 'The Germans are revolting'), and thus Germany will stay a Monarchy. When James arrives at the buttons, the window of opportunaty has passed, and there will be no chance to revolt untill he discovers democracy or communism.
To Zedd: there is no need to speculate: i have seen games where people where not able to switch to Republic while they had been given the tech

Its a quirk of this particular scenario that is of course a quirck because of the CIV II code.

There was something about a "No Confidence vote for napolean the Third, not sure what that menas in game terms.

Was there good evidence for those cases, becouse it is a little odd for the person who started the "Cheater Registry" to be cought cheeting. !?!
