I would vote for someone different every few techs. That also adds the plus that if they add new techs in an expansion (which they will) they can just use Sid or any random voice over person and it wouldn't be a jarring. Keep Nimoy for either pig iron or sputnik tho, that was classic...Comment

Rather than recording quotes anew, how about taking quotes from movies and recordings? Probably a copyright nightmare, but with some effort, you could come up with classic quotes for everything, I'd bet.
