They are being careful. The Oxford vaccine has been refused in Norway and Denmark (I Think?) for clotting issues. The process used to make it has some similarities to Johnson and Johnson, despite it being different technology.
I think that Johnson & Johnson will end up worth the risk. Also, we have Pfizer and Moderna.
There is also several others on the wings. I think Johnsson and Johnson and Oxford are useful enough to keep going... but we have lots of tools.
