"You accordingly authorized to employ your forces without restriction"
The Chief of the Air Staff then asked for clarification as follows..
"I suppose it is clear the aiming points will be the built up areas, and not, for instance, the dockyards or aircraft factories where these are mentioned in Appendix A. This must be made quite clear if it is not already understood."
That proof enough for you?

People back then weren't monsters and they thought in much the same way as we do today. There were frequent and very vocal disagreements about the targeting of civilian population centres, and the fact that as the war expanded into a total war, civilians became 'legitimate' targets in attempts to destroy their morale and force an early end to the war. If you want to deny that, then you're denying basic historical fact, ignoring the airforce chiefs and political leaders whose words are still available to us to read today, and imposing your own revisionist version of history simply because you don't like how the real one actually was.
Basically that's what Ben does, and you know how much respect Ben receives. Don't be that guy.

In WW2 my grandfather (mother's father) was a fighter pilot who spent most of the war training and who got to fly exactly one combat mission escorting bombers over Japan before the war ended. He said he never even saw a Japanese plane because they were all shot down long before, even if the Japs had one they had no fuel to fly it, and the bombers were hitting targets which had already been hit many times before and they were just moving the same old rumble around.Try http://wordforge.net/index.php for discussion and debate.
