Long story short, way back in 2014 (long before joining the Trump campaign) Paul Manafort had been identified by US intelligence as an undeclared Russian government asset/operative and so in 2014 they got a court order under the Foreign Intelligence Surveillance Act (FISA) to wiretap Manafort as he was working for the Putin regime. Manafort was also under FBI investigation for money laundering and assisting Russia government officials with laundering money gained via corruption.

After Manafort joined the Trump campaign as campaign chairman both investigations continued and there are tapes of Manifort asking Russian government officials to get Putin to help the Trump campaign.
