Texas is in a decline now because of the oil crash and its property market has stalled out. People are realizing the extremely high property taxes aren't worth it. Horrid weather, stupid politics, Ted Cruz, piss poor infrastructure, Houston... What is there to desire? An ugly state with disgusting beaches. Oh I know. I been to Galveston. Yuck. The coast is littered with old oil rigs that leak and little environmental protection. An ecological disaster. And in California you can go from beaches, to deserts (unmatched beauty like Joshua Tree - Texas has nothing close to that), to mountains with snow in July and to multicultural cities. What does Texas have? None of that.

Edit: Oops Indiana is worst in terms of pounds of waste but not based on how toxic the waste is. What good is economic growth when you are dying from cancer? Texas has some beautiful beaches As for property taxes... California has about .81 percent property taxes. However when combined with average valuations, the picture changes. Average housing prices in California are 440k. Median for Texas is just 156k, on 1.94 percent property taxes.

Doing the math, that means that the average Texan pays about 3k in property taxes, while the average Californian pays about 3.5k in property taxes.

Almost all of that toxicity comes from one source: the Dow Chemical Company plant in Freeport

The Dow plant wasn't among the top 50 facilities in 2012 in terms of total pollution. But its chemical runoff, which flows into the Brazos river and the Gulf of Mexico, included 3 pounds of dioxin, an extremely toxic chemical that can cause reproductive and developmental problems, immune system damage and cancer.

Curious then. Your own source actually states the opposite. If we're talking total pollution then you'd better find a source that talks about that, just not water toxicity.

Texas cannot compete. Period. Look at the GDP and GDP Per Capita. Both of which California exceeds Texas greatly in.
