The point being that tax collection authority relies upon the ability of the state to assert the collection. No ability to collect = it doesn't matter what your tax rates are, people will choose not to pay.
Cutting defense to zero would likely prompt people to set up their own defense 'systems'. If you're wealthy enough you could have a group of people who's job was to protect you, your family and your property.

Actually, I would probably have ended up doing something like carpentry or smithing. Occupations that have little need for hearing. Also, working in the factories at the time would have not greatly preferenced hearing over not hearing. Or farming for that matter.
All those jobs (with the possible exception of the most manual farming or factory labour) would have required you to be taught skills. At a time when deafness was usually mistaken for retardation, it seems highly unlikely they'd have chosen deaf youths for skilled jobs.
