Considering that Putins Georgian war was started under the pretext of supporting a russian independence movement, and also the annexation of crimea and the support of the rebels in eastern ukraina officially happened to support russians in another country (i.e. ukraina)

The S-400 is a good air defense system and it is good enough to keep older planes out but the F-22 it will not see until it is 37 kms out while the F-22 can launch strikes as far away as 140kms out. That means there is about a 100 km wide sweet spot where it can fire on S-4000 systems without the operators knowing it is there. If the F-22 fires multiple super sonic missiles at around 40 kms out the response time to do something is only 3-5 seconds so I doubt the Russians could even respond before the missile battery radar system gets hit.
It is very effective again F-15, F-16, and F/A-18 planes but the US still can beat it with an F-22.
The more important question is if this time russia sends operators together with the systems, who can tell a civilian aircraft from a military one
