IIRC the soviet union supported Nazi Germany more than the USA (Molotov Ribbentrop Pact, Resource Trade and so on)

There are scales of meritocracy. There isn't one absolut of course.
However, if your aim is not the advancement of said country but the pursue of other goals then this human - natured social nepotism is completely overshadowed because other aims are at your core interest.
Putin is a known liar ("We did not invade Crimea and I do not know where the little green men came from" and "there are no Russian forces in Ukraine") and his word is not worth crap. The scientific test results are reliable and reproducible showing systematic state sponsored doping.
Putin spoke only about the issues affecting Russia, saying someone must take responsibility should problems be found.

This happened when the corrupted elite right here took the olympics and started spending like there was no tomorrow plus there was systematic doping of greek athletes to celebrate the event. (which resulted in a ****load of medals and one or two loud disqualifications)
However the doping network was indeed confined to the athletics federation and most high ranking politicians didn't know anything including the PM.
As a side note, all the leading officials of the athletics federation were greek americans. (they probably knew where to find the good stuff. know-how is everything)

Yep, it is always a question how high it reaches ...
it may even be that during the times of the USSR the highest ranking politicians themselves didn´t know about doping, despite it being widespread in the USSR
(although causing it, by putting pressure on their sports functionaries about wishing to see so many gold medals during international competitions for the USSR team, in order to show the superiority of the communist system ... so that the functionaries themselves saw to the implementation of a dpoing system in order to be able to fulfill the desires of their higher ups)
Very well possible that, after the transition from USSR to Russia, many people in the sports business saw no reason to chnage the running system (and many control instances kept the habit of looking the other way, when such cases surfaced)

But I'm sure that kind of pressure also exists from corporations to excite the masses about the next superhuman milisecond of an olympics record on a field run.
And the US pretty damn sure wanted to demonstrate the superiority too (of its pharmaceuticals industry
