Low value added. I am talking about climbing the value chain to capture a greater ROI. Last year California produced just under $50 billion (market value) in agricultural goods while Russia can't even manage $20 billion despite being far larger and having far more people. Worse you guys were importing $40 billion a year in agricultural goods.

If you think Russia doesn't have a problem with poor output, poor efficiency, and poor methods wrt agriculture then you are fooling yourself. Again, wasted potential due to bad governance. You guys should be producing multiple times tiny little us but instead you guys are under capitalized, outdated, and hugely inefficient as well as over regulated. You guys have tons of government owned land that is nor being put to any beneficial use. Sell it to investors or give it away to citizens and see if they can actually get it into production.
