Only Moscow really cared about the state, not only about an interests of a local elite. It was so in USSR, it is so now. Ukraine existed for 23 years before the coup, and all 23 years it was pillaged by a local elite. Why a coup should change it? Especially if the same local elite got in power after a coup anyway. It's the same people, like oligarch Poroshenko, who pillaged the country before. Why should they stop pillaging now?

Moscow took matters in his hands, annexed crimea and supported (and maybe even instigatd) the uprising in eastern ukraine.

Ukraine may be in danger of becoming a failed state ...
but this also is the result of 2 decades long plundering of the state by presidents which were faithful to moscow
