I don't think "Putin is a fascist" or "Stalin + Putin = Hitler" can be counted as criticism. Especially if he does it in Warsav and Ankara.

He was found guilty of committing crimes under Part 2 st.280.1 the Criminal Code (public calls for actions aimed at violation of the territorial integrity of the Russian Federation) and part 1 of article 282 of the Criminal Code (actions aimed at inciting hatred or enmity nationality, membership of a particular social group, with the use of the Internet).

Well, it looks like a broad definition, and i guess it would have been easy to imprison thousands for that. Yet only one person was imprisoned, so i think it's fine. It means that a law was used in one of the most outrageous cases, instead of using it to shutdown all criticism, like you imply.
