Legally that's what the term 'subject to the Queen' means. The de jure right to rule granted to the Hanoverian succession under Queen Anne by the 1701 Act of Settlement pertaining to all of England and the union of the crowns.

Thomas Paine immigrated to the US in 1774. After the revolution was over he moved back to Europe and was even elected to the French National Assembly. When he wound up on the wrong side of the power struggles he had considerable difficulty convincing the US ambassador to claim him as an American citizen. Eventually his friend James Madison intervened.

Alexander Hamilton was born in the Caribbean, moving to Boston in 1772, so by 1787 he would have lived the required 14 years in America.
