She was the director of the entire disability program, charged with providing accommodations to students with a disability. I worked with them for awhile, but didn't bother after we had some serious disagreements over their accommodations regarding notetakers. I wanted to select my own notetakers, they wanted to hire anonymously so that I would never meet them. The 80/20 figure was her number regarding students enrolled in the program. 80 percent of students with a disability who registered with them for an accommodation had ADHD and recieved either extra time, accommodations regarding testing venue or a separate test just for them.

Do I need to suggest why this is all conducive to fraud?

In classes where a lot of deaf students have signed up the university will pay undergrads to sit in and take notes for them, so they can pay attention to the interpreter. It's a good way to earn some easy beer money. Pay is NY minimum wage but it's pretty easy work. I've never done it myself.

Well, in my case I was taking honors physics and astronomy. Since we were such a small group and we were all in each other's classes, I had a friend take notes for me in every class. The disability centre at UBC balked at paying one person so much and used to stop the pay. I had to go back in and fight with them endlessly to ensure that my friend was paid. At UNBC - they didn't permit me to choose a friend to take notes for me. They wanted to go through an entire hiring process... waste of time. Letting me pick was simpler, faster and more effective at getting someone good.

I ended up paying for a notetaker myself out of pocket. Expensive but it meant I could concentrate on just listening to the prof.

Disability funding at the university is publically funded, and fraud is endemic due to exam accommodations. If they didn't get extra time, disability accommodations would drop dramatically.

I'm sure that while the ratio will vary at other places, I have a hard time believing that it would vary by more than 10-20 percent. Most people with actual disabilities don't make it to university, for a variety of reasons.
