What agency was this?! I know in mine we have performance standards. If you don't meet your standards, you get placed on a PIP (Performance Improvement Plan) - where basically your supervisor micromanages you & tells you exactly what to do and when. If don't meet the PIP standards, you get asked to leave/fired (or demoted).

At the very least they'd be able to construct an anecdote with just enough detail to make their point that gays are evil without second thought, and you'd just have to take their word for it. Because they have a lot of social capital they've accrued over the years from all their antics.
