What exactly are the House Republicans holding ransom? They're proposing continuing resolution terms, the Democrats in the Senate are rejecting those terms, and the government is only shutting down because time ran out after a long period of fruitless negotiation. Both sides bear a portion of the blame.

Last I checked the Senate does not have the authority to pass spending bills. On anything. The power of the purse is kept by the Congress which is elected every 2 years precisely because it is most responsive to 'we the people'.
