That is a bit like saying "Some people smoke a pack of cigarettes every day and die old, and some people don't smoke at all and die young."
Now if your assertion is that money makes better schools, perhaps, but education has very little to do with the money that gets put in.
Rah is much closer to correct here. If the student is committed to learning, putting a little bit of money towards his education is going to have a disproportionate effect.
