            The Senate bill has states running the insurance exchanges, and the House bill allows states that have functioning exchanges (like MA) to opt out of federal administration. Not only is there wide latitude for states to experiment, in most states you wouldn't have the capacity to experiment without the federal funding established in the bill. It is a completely disingenuous stance.
