Honestly, there seems to have been a deal made a long time ago. It was probably forced a bit on the monarchy. In it they agreed to give the properties up in favor of a certain yearly stipend/etc.

In England, and probably the rest of the commonwealth, they do a lot based on precidence/etc. Just like the Queen, while officially could disband the military/etc, can't in practice. Similarly, she can't revoke that deal made about the crown lands over 200 years ago.
