And no, judging from the statistics on Wikipedia on the population growth of Virginia it doesn't classify as explosive growth either. It's growing at a good clip, yes. But Calgary's population has nearly doubled in my lifetime, and in the past three or four years it's been the fastest growing major city in North America. The kind of growth in Maryland, or even Northern Virginia, doesn't compete in terms of stress on the infrastructure.

For the past several years there's been massive labour shortages in manual labour, anything construction-related, etc. Wendy's and McDonalds were offering $12-14 per hour at one point they were so desperate. As Jaguar said, construction is everywhere -- mostly private projects. Any infrastructure work the city is doing is costing a fortune and taking forever due to shortages.
Manufacturing is not big in Alberta, that's mostly Ontario's thing.
