The flight of shipbuilding from the US and other developed countries has little to do with unions and more to do with the fact that you aren't very efficient at building ships.

I'm guessing this is why the membership voted the deal down. The "highest paid clause" only applied to operators and drivers and not to the mechanics. The mechanics make up 40% of the membership.

The drivers are not skilled -- the mechanics, yes, that's a skilled trade.
