Actually, you did see such things in the 19th Century. On the ever expanding (or contracting depending on which side of it you lived), American Indians practiced warfare every bit as savage as the Americans. We just had guns and numbers on our side, and we could wipe out their food source and kill 90% of their population. When 9 out of every 10 people are killed, your will to fight is broken.
