We'll know one way or the other soon enough by looking at the GNP and Power bar graphs. (Not sure which one is more preferable for us... PAL putting money into research is better for them long-term, better for us short-term.)
But what mass upgrades would they be saving for? Not knights or cuirassiers or cannons without iron. Nothing upgrades to musket or trebuchet. No point in upgrading to longbows or macemen now. Grenadiers are too far away.
I bet they're just saving cash while building universities and Oxford, then will turn research back on. As the tech leader, they've got the luxury to do that rather than continually chase short-term tech goals.
If they capture Eisenberg (which is right on top of Iron) it will be connected immediately with no need to wait for resistance to end, so that could be their play.
I remember hearing they were moving against it, what do we know about their odds of success/ETA of attack?

Oxford is 400 hammers - I'm going to bet that that's what PAL whipped at The Warning. Nothing else really makes sense, since they don't need Shwegadon Paya, University of Sangkore is 550 hammers and the Sistine is 600 hammers.
Just a slight correction: The medieval tech that PAL gifted templars last turn was philosophy, not nationalism.
It looks like we can expect Imperio to finish a bunch of things over the next turn or two.
Obviously the Pink stack is gone now, which has crippled the Templars badly. That was about 40% of their total military strength right there! However, we are still missing a sizable number of units from them, more than I expected to be honest. I would estimate that about 15k is units built in Constantinople since we last peeked into the city, and the remainder is garrisons in Jerusalem and Damascus. Still, they have enough missing Soldier points to perhaps act a little fiesty if we get careless. When we go on the attack, we have to make sure to do it with overwhelming force.
Good work Sullla. Keep in mind my happiness evaluation. Templars needs huge numbers of units to keep their people happy. We know from Imperio that there were 5 units in Damascus (during a time those units were needed at the front). Another units produced in Const last turn. One unit produced in Jerusalem this turn.
