I think if the Templar border agreement BS warrants and email, certainly a game-winning war started on false pretenses deserves one as well. This war is the elephant in the room. To me it would be odd not to mention it. Since PAL was deceptive to us, a friendly chat now helps define our view (we don't support their methods, but we're happy remaining friends with a powerful ally) without forcing us to be silly and act like this never happened during future discussions.
Don't forget that we aren't even supposed to know about this war. If I understand correctly, the war only shows up as an interface glitch: selecting Imperio and hovering mouse over PAL's name. Normally, we wouldn't see wars with civs we haven't met yet.
So just mentioning the war would give away the extent of information we are gathering through C&D. If anything, I'd prefer to make a post in public forums along the lines of "We saw a big drop in average soldier points recently. Is there a war going on?"
As for the message, what could we possibly accomplish by sending it? The reason we keep talking to Templars is that we don't want them to attack us in the near future. What would be the benefit of asking PAL questions that we could answer ourselves?
PS In summary, I am strongly against mentioning the war to PAL. Just like with not mentioning settler double-move to Templars, this is the kind of thing that can be used to either demand an apology now or ask for consessions later, and consessions are more useful than an apology.
Whether we mention the war or not, we need to get our horses back methinks. It would be polite to give them a few turns' notice.
Also, should we mention tech trading to them? I think we can now say that we are researching aesthetics (and maybe literature). Their research must be glacial right now and will to be a threat to TGL.

I had an interesting chat with CrescentFresh in the gamespy MP lobby yesterday. He told me that he wasn't sure who attacked first in the war because the game is down, but that there is lots of dissension within PAL over TonyCIV. Apparently Tony is being very insulting to other members of the team, wants there to be a clear team leader with overall authority, and has generally made the game unpleasant. Hopefully this will mean that cooler heads will prevail in the future if Tony is making his exit.
I've also learned that Automation is MP player MissLadyLuck, who despite being a lousy teamate is a very skilled player.
