Yep. If you had a fortress two squares from Konigsberg I wouldn't say a word, unless of course it was on valuable land (unlike my fortress along the Lithuanian border). Not a single word. Feel free to send engineers to the Rhineland as well, see if I complain.

If you'll look closely, one has built a road through forests northeast of Kiev, and is about to (or was about to) start construction of a railroad their to assist the lumber industry there. The other detachment of engineers are en route to Chernigov to assist in the construction of a link to Batum. This is all they were ABLE to do in the 2-3 turns I've played so far.

Er, there were NO German armies anywhere inside Russian territory at the end of the war, only engineers. I don't know what you think you saw, but here is our map circa January 1907:

-And I would also concur on getting rid of RRs... it makes taking over the world so much more slower and tastier without them .... if possible I would like to have a third party not directly associated with the game to go in and remove them.
