Whatever the problem is it should only last this turn; I don't think there's any way to avoid it when changing the multiplier mid-game.

The CEU Nations In Tourmoil
Since the war on Russia began, there had been descent amongst the CEU nations. Even now, months after the war has ended, the unrest has only increased. Government functions at the national level completely halted. While the governors of the cities and regions have been able to prevent anything like massive riots, the CEU nations are at a stand-still.
What will the future of the CEU be?
There are many factions trying to regain control, some wishing to do so the democratic way, others willing to take fate into their own hands. The major ones are:
The Dove Party: Against all war save the strictest defensive policy.
The Hawk Party: Agressive foreign policy, in charge of both houses when war with Russia broke out.
The Wolf Party: Radicles interested in one thing only - enihilation of anyone even thinking differently than they are.
The Populist Party (also known as the bambi party): Only interested in the growth of member nations and the well-fare of the people.
President Ioannes himself is a member of the CEU populist party, but most of his cabinet had been of the hawk party. The army is being reorginized by the head of the army, George Wolfhammer (a dove party member), into a defensive system, until he is alliviated his command by an officially elected senate.
PM Smith was commented to have said, 'as long as the CEU remains our ally, we could care less'.

Case, I don't think you downloaded the new rules. Your units move when I try to load the turn as Italy (I know Russia plays before me but I wanted to make sure everyone had downloaded the changed rules). No Fighting here, this is the war room!
