    Myself and several friends have this problems as well, but only in "good" cities. Most of our junky and/or captured cities are allowed to try to build it, but their production is too low to bother trying there.

    I tried to contact tech support about it, but they totally blew me off. "It's not a technical bug, so I can't help you...We'll pass it along but don't hold your breath". =(

      That happens to me and my friends in every game, and it really sucks. It only shows up in the build listsof junk cities that have production too low to actually build it. My good cities can never build it. =(

      I called tech support twice (and got totally blown off twice). Myself and two friends sent in bug reports with save game files (my first one was over a week ago) and never heard anything in response.

        I have to correct myself: I did see upkeep changes when I was playing last night. Not sure what the deal was before.

        • May have already been mentioned, but it's kind of a detailed bug. Apologies if so.

          A civ contacted me wanting to change one of my civics. As I've just started I don't know what they all do from memory yet, so I hit F3 to bring up the menu. I thought that the civic he was suggesting was more useful so changed it from the civics screen along with two other civics that I'd forgotten to change when they were first enabled (by researching tech).

          The anarchy period was 3 turns, but at the end the civic that the other civ wanted me to change was fine, but the other two had changed to the lowest settings (barbarism and paganism I think). This put me at a bit of a disadvantage as I had excess anarchy and had to wait 4 turns to endure another two turns of anarchy to correct it.

          I've had this basic problem a few times (civ wants to trade/change civic/religion) and not known what they do as the buttons don't work from the diplomacy screen (although F keys do seem to work).

          Additional: Playing on noble as Germans, map type with the ocean in the middle, standard size, 6 civs. This has only happened once as the first time scared me off. After changing from the civics screen I then hit 'ok' to the other guy, which I think is the problem. I was trying to get the positive point from agreeing with the civ.

          • - When I play, map shroud doesn't work properly. At first, entire map is black, with only terrain features (river, forest etc.) showing through on black. Once game is in play, shroud will very slowly dissappear.
            I've seen that too. I immortalized it for the ages:



            Any ideas? I thought my days of fiddling with video drivers were over.

            Edit: I looked around and there's a thread at IGN mentioning my video card by name and saying that Civilization IV will never run on it. I'm not giving up quite yet, though.

            • I've found a few more bugs.

              -When you Alt-Tab out of the Multiplayer lobby and go back in the whole database that shows the games gets all screwed up.

              -Perhaps it is just my game in paticular but, When I start noble games on regular settings I am noticing HUGE amounts of bad terrain near my start location. Like 100 Ice and 30 desert tiles. Which btw is just too unrealistic. Tone down the hindering start locations for Noble games. This is after all supposed to be a 'fair' setting.

              I want to know how I compete with the computer on the exact same settings with the exact same benefits. I can't on this setting because the start location is always hugely scewed in favor of the Computer start locations.

              -There should be an option to check that prevents all locations from having special resources near it during the start. I would like this because if you can't fix the above mentioned problem I would like to even the playing field.

              -Also I noticed after finishing games that some buildings/units created do not show up on the victory score. I'm pretty sure Versailles didn't show up once, and some of the Great People aren't showing up sometimes. Sometimes they are showing up so not sure.

              -Scores are too hugely scewed towards early domination victory scores. Its pointless to build anything other than military if you want a high score. Something is wrong here and I don't think one should get 50,000 score for beating the computer with domination by 1500 when you only get 5,000 total score for beating it later during the 1900's.

              -If you load one of those tournament games thats 40,000+ score and retire before domination victory, you'll see you only score maybe 5,000 points, but gain 35,000 or more for winning with the domination the next turn. Thats very extreme out of wack scoring system.

              -Scoring bonus for early finish should still be in the game, but at 1/5th its current scoring award. That would put it on the same scale as some of the other scoring.

              -Lastly, when winning or retiring in Multiplayer I notice it gets added to the Hall of Fame without any name, score ect. It just shows up as completely blank information ect.

              ps. Is there a way to delete the Hall of Fame records that are completely blank?

              -Oh yeah sometimes during Space Race I build all the parts but doesn't make me win the game and shows up as though I hadn't built the parts for it on the scoring when I later won the UN victory.

              -I had another similar incident where I defeated Alexander in the 1st SP Tournament game and it showed up as though he was not dead. All his land was conquered and it would not let me select him for diplomacy. BTW He took one of my cities on the eastcoast using some galleons before being defeated within the next few turns.

              -Not sure this is a bug but I had been friends with the Arabs Civ during one game and we even allied together against an opponent who was attacking us both. We were good friends but the Arabs wouldn't vote for me in the UN so I decided to attack him, the next UN vote he did vote for me while I was attacking him and I won the game. Alittle strange considering I'm now attacking him.

              • The AI gets other cheats than start location that are much worse at Noble and other difficulty settings... like practically free upgrades, and 70% bonuses when fighting Barbarians (at ALL diff levels)...

                  Hm, I never observed them having an easier time upgrading their units. In contrary, I observed the AI having still old units years after the point where I definitely know that they have the tech to upgrade them to more modern units (as I see more modern units walking around).
                  That was the case even at times where the AI would have profited much from these upgrades (as it was waging war against me at this time)
                  Maybe you just stumbled upon a civ which had lots of money available, to upgrade all/most of their military at once?

                  As for Bonuses fighting barbarians:
                  isn´t it the case that all civs get bonuses against the barbarians (including the player) ?

                      I don't see civic upkeep changes on the advisor screen, at least not until after choosing 'revolution'. (I didn't actually notice it until the following turn, though I didn't make a point of checking after the revlot started.)
                      [edit: I think this might be due to playing on Noble and costs being relatively cheap]

                      On the religious advisor screen- once I have a state religion, rolling over 'no state religion' doesn't update the potential affects on my cities, although this works for any other religion.

                          • Minor but annoying:
                            After quitting the game, I look at Task Manager/Processes and still see Civ4 eating a lot of memory (50 Mb once, 150 another time).
                            The process should die when returning to desktop normally, as the used memory slows down the computer considerably, and I don't know the effects on restarts.

                            • Ignore my last post. I figured out the "bug" in the Pyramids...me! I read the effects wrong and I was expecting ALL civics to become available, not just the Government civics.

                              • Game was fine until hit around 1900. Wonder movies suddenly started playing very choppy and CTD every turn.

                                Can't work out if it's some action that causing the crash or something in the end game? Even a reboot and restarting sees the movie problem and Crashes so doesn't seem to be a memory leak problem. No slows downs or poor performance elsewhere.

                                Spec is P4 3.4, 1Gb ram, x600 256mb and Audigy2
