The Big 12 is definitely going to have to institute a championship game. Jeff Long isn't saying it outright, but his language about how impressed they were with Ohio State's "13th game" and that it put them over the top is telling.

Long also says that they finally did acknowledge the head-to-head between Baylor and TCU, hence the Bears passing the Frogs. So at least we know it wasn't irrelevant.
