Basically, it's just to prevent someone from deciding that Kicker is an offensive position and assigning one early.
The fact the Flex isn't listed would, to a person with even a modicum of comprehension skills, be ample evidence of that.
One cannot predict what positions will have already been taken; one cannot predict what position of need will have the highest Actual listing. If the BAPAY victim needs more than one offensive starter, they get the player that is higher on the Actual list, regardless of which needed position that might be. THAT'S WHY THERE'S NO STRICT LISTING OF POSITIONAL PRIORITY in the first two categories.
