You will notice Brazil is 109th in east of doing business. If they can slash some red tape and get into, say, the top 50 that has got to help their economy. It would also help if they'd abandon the hard protectionist policies and start signing some free trade agreements though that would mean reforming Mercosur which may not be possible.
You will notice that 98% of Mercosur is just Brazil and Argentina and things like the 35% common tariff on imports are just bad economic policy and one reason why their cost of doing business is so high.
