If it holds up, I agree. That would ve far better than anything Hillary offered. That said, I am skeptical because it would have to go through Congress and not only have Republicans always opposed reform but, as incumbents, they would be the ones hurt by real reform. If it does happen then that would indeed be a major Trump accomplishment.

The key point is the generation of power.
The latest when we have solved the long term problems of fusion power (and have no supply problems for the resources for clean power generation) there will be no reason not to switch to EVs anymore.

But even now I guess the ecological footprint of EVs already is much smaller than that for petrol powered vehicles.

In the meantime there already is a solution that combines both. Hybrid Vehicles that have both, an ICE as well as electric motors, therefore enabling it to switch to the ICE for times when, for example, there is no opportunity to recharge the battery.
A good solution till the time when there is a good cover of electric recharging stations
