What if it turns out that people are in fact born with bad traits (more likely to be criminals, addicts, etc.)? What if real, honest science finds out that intelligence, character traits, etc. are genetically determined?

It's true that the aftermath of WWII put a damper on utopian futurism, for a time at least. It certainly discredited eugenics nicely. But I would not expect such setbacks to be permanent.

For a more serious answer - to me it sounds like BE is referring to prominent intellectual approaches post-WW2 arguing indeed that with NS the "project of enlightenment" has failed, namely that it set free developments leading to all kinds of nifty scientific/tech stuff, but failed to deliver on the ethic side, esp. since reason and rationale were (ab)used to develop mechanisms for opressing ppl more and more.

But while this approach my have merit in a certain way, it is not a universal explaination for everything, and since totalitarian regimes have not taken over the world post WW2 declaring a "failure" of enlightenment globally seems kind of a stretch....
