nepotism can happen in a "Free economy" as well.
It always depends on the specifics.
Let's take Greece. In one of the darkest times, in the civil war.
As you know, Stalin and Churchill had partitioned Europe in neatly camps. On a handerchief as the rumour goes.
Greece was "90% UK influence - 10% USSR influence".
Things are not that simple.
After the liberation, it became abundandtly clear that one of the most ferocious fighters against the nazis were the Greek communists.
In one time maybe they were even a majority. Also they had arms, pillaged from the running nazis.
Long story short,
UK crapped out completely and left the field. US stepped in.
The civil war in Greece was the first "front" in what became later known as the "cold war".
It was also the reason why the marshal plan was divised. (As the then US diplomat wrote, any delay in immediate assistance will probably result in the loss of Greece as a democracy)
So, brother against brother.
The muricans became frustrated at what they saw as "incompetence" from the part of the fascist state to "crush the communist rebellion" (sic).
"They have the money, they have the equipment, why don't they go ahead and do it".
The reason that escaped their tiny minds was that it was very difficult for ordinary soldiers to go against their countrymen and so they didn't.
One other was that in order to get a position of authority and had a suspicion of being a communist you had to sign a paper that said that you were not. If you didn't sign it you underwent torture and, well, let's say missed the appointment.
That basically left half of the country on the sidelines and the reason for promotion or appointment was only measured by your fascism, sorry I mean anti-communism.
It was to be expected that some of the most incompetent peoples were exactly those.
The divisions were somewhat healed in the '80s with the new socialist gov that legitimized the struggle of communists against nazis and for the Freedom of Greece.
national pensions were given to the patriots and large statues of communist leaders were errected alongside the statues of kings and statesmen. Hence, half the country got "back in" and started contributing, bringing with it of course a very strong left wing tradition
