I really don't think that prisoner exchange ought to be subject to Congressional review.
Constitutionally it is not as the President is the Commander in Chief and if it ever came to it even our right wing Supreme Court would reaffirm the President's free hand in such military affairs.
The facts that he's a deserter and that Obama likely broke the law in the deal to get him back are pretty much undeniable by neutral observers at this point.
